New York Rent Regulation Laws Expire Amid Last-Minute Talks

ALBANY Rent regulations limiting how much landlords can charge for about one million apartments in New York City and its suburbs expired on Monday night after lawmakers failed to reach an agreement on how to extend them.
With only two days left in this years legislative session, the rent laws were one of several big-ticket issues that remained unresolved as last-minute negotiations continued.
Gov. Andrew M. Cuomo and lawmakers have thus far also failed to reach an agreement on a number of issues central to the governors agenda, including a tax credit meant to expand access to private schools and a policy that would change sexual consent standards on college campuses.

New York is unfortunately back to the "three men in a room" model of legislative activity, and two of them are new on the job since their predecessors were both indicted on corruption charges. We're also split between a Republican Senate and a Democratic Assembly that have no strong desire to cooperate.

In the short term, the expiration of rent laws will have little effect on tenants. Mayor Bill de Blasio on Monday said he would not tolerate any incidents of landlord harassment and encouraged tenants to report such cases. The governor on Sunday issued a similar warning, in writing, to landlords.
If anyone is concerned that they may be put in jeopardy because of the inaction in Albany, that their lease may be canceled or that they may be harassed, call 311 and we will get you the help you need, Mr. de Blasio said.
I am not sure how they can guarantee the landlords would not take advantage of it. If the law expired, they could and there is nothing legally the mayor or governor could do. They can throw a fit but would loose in court.
If this law is not renewed quickly, it could be a disaster for many newyorkers.
