Two San Jose officers file federal lawsuit alleging retaliation (for reporting other cops' crimes)

Two San Jose police officers have sued the city in federal court this week claiming they suffered retaliation from supervisors in the department for reporting alleged timecard fraud by a colleague.
Officers Luis Hernandez, 54, and Cindy Calderon, 49, filed suit Thursday in U.S. District Court for the Northern District of California against the city, Lt. James Werkema and Capt. Ernie Alcantar, seeking unspecified damages and an order barring further retaliation. Hernandez and Calderon are work partners and personal friends.
The complaint alleges that "Officer Hernandez has been subjected to retaliation in the workplace for reporting illegal activities by co-workers and superiors." Calderon, it said, also suffered retaliation "because of her close relationship to Officer Hernandez."
"He said he didn't want any part of it," said attorney Patrick Manshardt, "and he's a marked man."

"Fink" is also a very, very loaded word, and historically has meant both a paid informer ala McCarthy Blacklist hearings, or a strikebreaker. How are either of these officers either of these?
