I spent the last half of my life working with GIS Mapping and can tell you that ALL DATA
is now mapped for analysis and swaying perception.

Here is my example:
On monday morning law enforcement meet for what happened over the weekend, last week and prepare for the current week.
It is noted a rash of vehicle and home burglaries.
So the map is shaded "red" showing the hot spots to target this will, even do to say hourly time frames.
This is sent to all officers for reference to use when the "have nothing" to do to put a presence in the area.
This will require having overlapping shifts and that means overtime funding.
BUT.....

When you go to the city council, county courthouse, etc and hand them a printed spreadsheet it goes in the
closest trash can out the door.
If you use the RED MAP, well red is translated to deficit and over budget resulting in no money.
BUT...

So change the map to GREEN. That means money and you also overlay the target areas with the political areas.
Now that map is burnt in the brain of the politician as they realize "THAT IS MY DISTRICT" and if I don't solve this
I will not get re-elected.
CONCLUSION.....

Same data with different colors and you get what you need otherwise you wasted a bunch of resources.

So I can not say exactly what to present to the "goober" districts but I will guarantee this.....
They understand COLORS.
