House Ethics Committee says Rep. Thomas Garrett misused official resources

Rep. Thomas Garrett (R-Va.) repeatedly asked his staff to run his personal errands, from buying cigarettes and carrying groceries to helping his children apply to schools, in violation of House rules, the House Ethics Committee said Wednesday in a lengthy report.
But Garrett, who announced in May that he is struggling with alcoholism and would not seek reelection, will not have to repay the federal government for the time his staff spent on unofficial tasks, the committee said.
In its 47-page report, the panels nonpartisan staff suggested that Garrett and his wife, Flanna, were dragging their feet during the investigation in an effort to avoid censure.
The Garretts delays and last minute productions raise concerns that they were trying to run out the clock on the Committees jurisdiction, the committee said in its staff report, adding that the beginning of the new Congress on Thursday meant that it lacked time to compel the cooperation of Garretts wife.

Virginia Rep. Tom Garrett and his wife turned the congressmans staff into personal servants, multiple former employees to the freshman Republican told POLITICO assigning them tasks from grocery shopping to fetching the congressmans clothes to caring for their pet dog, all during work hours.
POLITICO has spoken with four former staffers who detailed a deeply dysfunctional office in which the congressman and his wife, Flanna, often demanded that staff run personal errands outside their typical congressional duties. The couple called on staff to pick up groceries, chauffeur Garretts daughters to and from his Virginia district, and fetch clothes that the congressman forgot at his Washington apartment. They were even expected to watch and clean up after Sophie, their Jack Russell-Pomeranian mix, the aides said.
The staffers said they feared that if they refused Garrett's or his wifes orders both were known for explosive tempers they would struggle to advance in their careers. It wasn't just full-time staff: many of the allegedly inappropriate requests were made of interns, the former aides said.
I didnt know who I was working for: Was I working for him? Was I working for her? said one of those staffers who, like others interviewed for this story, asked not to be named for fear of retribution. We became their gofers.

Farenthold told ABC News that he has no intention of repaying an $84,000 sexual harassment settlement funded by taxpayers.

(70,466 posts)...Several staffers told the committee that Garretts wife would berate staff, often using profanity and other harsh language, for failing to prioritize her needs over their regular official duties.
In one text message to the congressmans chief of staff, Flanna Garrett wrote: NONE of what I asked to be done with the phone was done. Not a f****** thing. I am going to sit down with some of your staff and tell them how f****** disrespectful and STUPIDLY shortsighted they are for completely disregarding every thing [sic] I asked them to do.
Garrett failed to place any limits on his wifes interactions with staff, leaving them feeling disparaged and bullied, the committee report states.
Two witnesses also told investigators that Garrett had inquired about buying marijuana and had used marijuana with staffers.
