Bill Clinton unveils projects to aid Puerto Rico, Caribbean in wake of deadly hurricanes

Former U.S. President Bill Clinton announced dozens of projects Tuesday aimed at helping Puerto Rico and other Caribbean islands recover from a deadly 2017 hurricane season as part of a two-day conference in the U.S. territory organized by his foundation.

The announcement comes as the region struggles to rebuild more than a year after hurricanes Irma and Maria caused billions of dollars in damage in Puerto Rico, Dominica, Antigua, the U.S. Virgin Islands and other spots.

"Our work is far from over," Clinton said. "The work is not for those with short attention spans."

More than 550 people representing over 400 organizations attended the conference of the Clinton Global Initiative, which Clinton created to help raise attention and money for causes worldwide.

To work on rebuilding her relatives' property.

If the government didn't insist on enforcing the Jones Act, rebuilding would be less onerous.

Among other things, the Jones act allows foreign ships to discharge & load cargo in any American port. It does not allow a foreign flagged ship to pick up cargo in 1 American port and carry it to another American port to discharge.


Basically a France flagged ship can offload cargo in Puerto Rico. It can pick up cargo in Puerto Rico. But that cargo can not be transported to Miami and discharged. Nor can it pick up cargo in Miami and discharge it in Puerto Rico.


If any country wants to give aid to PR, the Jones Act does not stop them from doing so.
