Nusrat Jahan Rafi: 16 Charged In Bangladesh For Burning Girl Alive

Source: BBC News

3 hrs. ago. Nusrat Jahan Rafi, 19, was doused with kerosene and set on fire on the roof of her Islamic school on 6 April, days after filing a complaint. Headmaster Siraj Ud Doula, targeted in the complaint, is among those charged. Police say he ordered her murder from prison when she refused to withdraw her accusations against him.

They described the preparations for the killing as being like a "military plan". The case sparked mass protests in Bangladesh and shone a spotlight on the vulnerability of victims of sexual assault and harassment in the country.

Ms Rafi filed a police complaint against Mr Doula in late March and he was arrested. On 6 April she attended the school to sit her final exams when she was allegedly lured to the roof of the school and set alight by a group of people wearing burkas, a one-piece veil that covers the face and body.

They had planned to make it look like a suicide, police said, but Ms Rafi - who suffered burns to 80% of her body - was able to give a statement before she died on 10 April. -MORE...

Police laid murder charges on Wednesday against the 16 accused, students and 2 local politicians who were in prominent positions at the school. Officials are calling for the death penalty for all of the suspects.

The accused are alleged to have divided roles on the day of the murder. Some guarded the madrassa gates to make sure only students entered, while others watched in front of the building where Nusrat was to be attacked. Nusrat was lured to the roof by a fellow female student. She was allegedly told that one of her friends was being beaten up.

She was then pressured to withdraw the case and asked to sign a blank piece of paper. She refused and was gagged and bound before being doused with kerosene and burned. In the ambulance, she identified some attackers and said in a cellphone recorded statement, "The teacher touched me, I will fight this crime till my last breath." Nusrat died 4 days after the attack.

The Police Bureau of Investigation said it would file the chargesheet in a court in the south of the country on Wednesday against 16 people, > including two women in the same class as Rafi. “They are charged under the women and children repression law and we will recommend the death penalty for all 16 accused,” said the PBI’s lead investigator, Mohammad Iqbal.

> Rafi had gone to police in late March to report the alleged sexual harassment against the teacher and a leaked video shows the local police station chief registering her complaint but dismissing it as “not a big deal”.
> Iqbal said at least five people had tied her up with a scarf before setting her on fire. The plan was to pass the incident off as suicide.

Rafi’s brother, Mahmudul Hasan Noman, said they wanted a fast-track trial. “We want all the culprits to be hanged to death,” he said. The head of Mahila Parishad, a women’s rights group, gave a guarded welcome to the quick investigation but said more needed to be done to end a “culture of impunity” over sexual harassment and rape cases. “Very few rape cases end in convictions,” she said.
> According to the group, about 950 women were raped in Bangladesh last year.

8. Give the killers life in prison. Then the killers will suffer more than they ever thought possible.

I am always surprised by how many of my compatriots here are OK with the State killing people to show that it is wrong to kill people.

it is to keep them from ever doing such a thing again, with 100 percent certainty. And setting an appropriately horrific example for anybody who would do such a thing in the future.

11. But setting a "horrific example" such as a public execution does not work.

Also, putting them in prison for life, does insure that they would not do this again. If public executions did indeed prevent murder, then we would still have them. (We had them at one time) But they didn't. Murder continued. It still continues
for lots of reasons.
