There is an existing and robust supply system from DOD to NGB. Units under NGB are primarily supplied through DOD and DA/USAF. He wants to control who gets it just like he and Kushner have controlled bulk PPE distribution.

I used to work for the state guard's headquarters where FEMA and the state's version of the FEMA. Also, no vaccine would be released in any quantity large enough to overwhelm distribution capabilities for each state's guard commands, particularly to the point of requiring support from private businesses. Each state has medical units and emergency plan scenarios that are tested and updated/modified. NGB and state level quard units have been preparing for such missions should they get the call. Not only that, but Amazon's distribution is at or near maximum capacity. Prior to the pandemic, it used to take hours or days to receive goods that are now considered nonessential, and now those same items get scheduled out weeks into the future.

The laws that incorporated the Guard into the army place Federal needs over state. If Washington calls on a state's Guard units the state cannot deny them.

I am totally skeptical about him mobilizing the military for the purpose he is stating. Instead, I see it as Trump preparing the grounds to mobilize the military under a pretense that sound innocuous and keep it mobilized for nefarious political purposes that may never be articulated ahead of time.
