Baltimore suing owner and operator of cargo ship involved in Key Bridge collapse

The City of Baltimore has decided to take legal action against the owner and operator of the cargo ship that caused the Key Bridge collapse, according to Mayor Brandon Scott.

The city “is taking legal steps to proactively and aggressively address the catastrophic impact the Key Bridge collapse has had on the City of Baltimore and its residents, including the families of the victims, business owners, longshoremen and other port workers”, said a statement released by his office on Monday.

The Port of Baltimore supports more than 15,000 jobs. The port has been closed since the collapse but officials estimate that they’ll be able to fully reopen the passageway by the end of May.

The mayor’s office did not release information about the monetary amount being sought in any potential legal claims, but experts in the insurance industry suggest that the figure to clear the current bridge and build a new one could reach into the billions.

"The companies that own and manage the Dali have asked a federal judge to absolve them of liability for the cargo ship’s crash last week into Baltimore’s Francis Scott Key Bridge, which immediately collapsed, killing six people.

Grace Ocean Private Ltd., the owner, and Synergy Marine Pte Ltd., which manages the 984-foot cargo ship, are both based in Singapore. Together, they filed a claim in Baltimore’s U.S. District Court asking a judge to clear them from liability or limit damages to the value of the ship plus the revenue it stood to make from its cargo, which they estimated at $43.7 million."

I'm trying to find information to answer my own question. I found this link about an 1851 Limitations Act, that the owner/managrer of the Dali might use to limit the liability: https://tecex.com/past-present-and-future-1851-maritime-law-and-liability-cover/

I'm mentioning the law, because it is on the books, legal to use, much like the Arizona law that their antiquated s.c. used to ban abortions. Seems to me that it is past time to go through local, state, federal, laws on the books and update or repeal laws that don't benefit people living in this century.
