Taco Bowl Engagement

Hi guys, I'm trying to get some clarity on the "Taco Bowl Engagement" meme. People on the right are passing this off as a derogatorily reference toward Latinos on the part of the DNC. So far I've found a few sources suggesting that the reference is to some strategy in response to Trump's infamous taco bowl tweet. The sources I've found are thin however. Is there anything from the DNC verifying this?
