followed up with an insulting impersonation of Hayes.

Someone snarkily using "neoliberal" as an insult (especially referring to someone like Hayes) has become the new tell. It lets us know, unequivocally, that the speaker is politically ridiculous, kind of a jerk, and hasn't really thought things through.
