Really need national order that reflects need for different rules in different places, flexibility needed. Folks won't respect (and obey) without pressure, and recognition that situation differs everywhere, and from time to time.

4. Here in New York, only groceries and gas stations have been open - until now

And those stores require masks and have barriers at the checkouts - and many only allow a certain number of shoppers in at one time. But I caught the local news today and up north at the tourist mecca, beaches are opening, say they require "distancing" and masks, but I can't see how that's going to be enforced.

At this point, we also need mandatory mass testing and contact tracing: we need to find out exactly who's infected and put them into a proper quarantine.
