I do think there was a desire to get some justice in the US system back in the 70s and there were some achievements.

Societal mores take a lot longer than one generation to change.

But the biggest problem is that a group of rich capitalists never wanted to cede power. Whether over the blacks or over laborers in general. They laid in wait until the (r)epuglicon party could be re-formed into a party of willing racists, narrow-minded bigots, and easily bought by a few big bucks.

This also gave the wedge for others trying to undo democracy in the US. They are actively hammering on that wedge.
