They're just trying to inflict the most damage they can before the inevitable.

And once Putin is deposed (losing a war will do that) and they're out of everything but Crimea, things are not going to get much better there, western companies are not going to trust that country for a very, very long time. It's going to be a very long time before the people who have fled are going to trust them enough to go back.
