And it’s not necessarily the county or city of that area. Williamson County used to send a car there, and they’re not anywhere near that exit.

... it's safe because traffic and roads are so bad people can achieve any significant speed! Actually, that may be it. The same thing that makes rotaries very safe. Everyone has to pay attention. Got that from a book about driving.
