Most photo editing programs have features where you can fiddle with resolution, etc.

...and have the app spit out an internet friendly tiny file like a .jpeg or something.
Even M$ Paint could help out there.

...and have options to save those files as something other than it started as.
JPG files, GIFs, both are tiny types of files that your pictures can be saved as and uploaded to sites like DU. Both are commonly used on the vast majority of websites you visit, for the reasons given... they're tiny in size, and makes for quick web browsing because the page doesn't have to load huge picture files.
