I really like it! A lot! I find it striking to look at.

But interesting never the less. I can see this technique used to illustrate a story or book.

Traditional architectural renditions correct the vertical lines to be parallel. In PSP it would be under EFFECTS/GEOMETRIC EFFECTS/VERTICAL PERSPECTIVE . But I'm guessing you already knew that.

....but from an artistic standpoint, I think not doing so gives this image drama. I like the trees, the blue is a little too bright, unless, as someone states, it was in a commercial type use. Love the light reflecting from the windows. Interesting photo.

Wish I had time to do stuff like this. Jealous.

Without knowing what the original looked like, and without knowing where you were looking to go with this, I cannot decide how well you did in getting there.

The bright reflection on the tower is cool. How much of the coloring of the building is natural?

In the upper right you have some strange horizontal lines. I'm guessing these are compression artifacts. It looks worse in your final version. The colors don't really speak to me much in any of the images here. I probably would have just done a monochrome conversion and worked the processing from that angle, but I tend to favor B&W more than most.
