With chronic homelessness in Boston on the rise again, Mayor Martin J. Walsh says he believes he could eliminate the problem by 2018 with his new $12.7 million plan to build more targeted housing and a system that merges shelter waiting lists with vacancies.

“This is a bold step that we’re taking here,” Walsh said.

“We have to identify housing opportunities and also create housing opportunities. Once the apartment’s found, we need to make sure we support that person,” he said.

A new city homelessness action plan, released today, reports Boston now has 600 chronically homeless people, up from 568 last year.
