Walker seeks distance from Read to Lead oversight while grant funds dwindle

Funds for a set of competitive state grants to support literacy initiatives -- part of a key bipartisan education effort in Gov. Scott Walker's first term -- are dwindling, and Walker is seeking to distance his office from overseeing the effort.
The governor and the Joint Finance Committee have chosen not to fund the Read to Lead Development Fund in the next biennium, but an annual $23,000 appropriation will be transferred to the Department of Children and Families, said a spokesman for the Department of Public Instruction.
"There's no more money," said Donna Hejtmanek, a member of the Read to Lead Development Council, during an event Wednesday at St. Catherine School in Milwaukee to announce the latest round of grant recipients.

The state budget proposes transferring the program from the governor's office to DCF because the latter is suited to oversee children's issues, Patrick added. She also said DCF will be able to request additional funds in the 2017-'19 biennium.........
