The appointment was made at the session of the National Constituent Assembly (ANC), in which Diosdado Cabello was also elected as the new president of the same.

Caracas.- Calixto Ortega Sánchez is the new president of the Central Bank of Venezuela. Prior to that, she held the Vice Presidency of Administration and Finance of Citgo, the subsidiary of Pdvsa in the United States, with the support of Simón Zerpa, former vice president of finance of the state oil company , and the former president of the National Constituent Assembly (ANC), Delcy Rodriguez, who would have helped him bypass the laws imposed by the international to obtain the quoted charge.
According to an investigation by the journalist Maibort Petit, Ortega Sánchez, nephew of magistrate Calixto Ortega, did not meet the requirements requested by Citgo and the United States, to remain a worker of the subsidiary, much less in the position to which he was appointed , and that the Venezuelan ex-Consul in New York and Houston, did not have the experience in the oil industry nor did he meet the legal requirements imposed by the North American country to obtain the special H1 work visa.
Petit, Zerpa and Rodriguez would have modified Ortega's work curriculum to grant him years of experience in positions similar to the one he would occupy in Citgo, as required by the oil company and, once installed in PDVSA, transfer him as a worker to the subsidiary and be assured an L1 visa, required to stay in the country under this modality. The move would have been made under the approval of the board of the state, which certified the experience of Ortega Sánchez and facilitated the transfer.
During his stay in Citgo he lived a life full of luxuries, with a monthly salary of $717,176, more than half a million dollars. To make matters worse, Citgo paid for, among others, vacation, housing subsidy, vehicle and cell phone with all expenses covered, air travel in first class or business class.
