Hamas is the government, so they are responsible. Either they authorized the attack or they failed to prevent it.

(3,385 posts)7. They are responsible for attacks by Israelis outside of Israeli jurisdiction.
Responsible governments control the weapons of war on their territory. As far as price tag terrorists, if the Israeli government looks the other way or doesn't do what it can do to try and locate and prosecute the perpetrators, then Israel is responsible for that.
