With the Sochi Games approaching, much has been made about Russias anti-gay laws, which ban propaganda of homosexualism among minors. However, a
Washington Post column notes that eight U.S. states, including Texas, have laws that are similar. Texas no homo promo law, as the statutes have become known, can be found in the Lone Star States
Health and Safety Code, which says the following:
Course materials and instruction relating to sexual education or sexually transmitted diseases should include:
(8) emphasis, provided in a factual manner and from a public health perspective, that homosexuality is not a lifestyle acceptable to the general public and that homosexual conduct is a criminal offense under Section 21.06, Penal Code.
Bills to repeal this section of the Health and Safety Code have been introduced in every legislative session since the U.S. Supreme Court struck down Texas sodomy law as unconstitutional in Lawrence v. Texas in 2003. Last year, a repeal bill cleared committee for the first time in the Senate. However, it never came up for a vote on the Senate floor.
