Could Rand Paul’s Incoherence be an Asset?

His value to Republicans is that his final position on a number of issues cannot be predicted from his past statements. It's a trait he shares with many politicians, but it would appear he has it to a greater degree than some, or anyway that he expresses it to a greater degree.

What percentage of American voters actually pay attention to what candidates actually say anymore?

And what percentage actually vote?

And what percentage of those are actually capable of critical thought?
