If Congress tries to pass a bill prohibiting it and Obama vetoes it (which we know he will) and then Democrats help to override the veto, they would be essentially kneecapping the president. Granted that is awhile off and many things would have to happen (including a completed agreement beyond the framework), but I will not support any Democratic candidate that wants to interfere in President Obama's negotiations with Iran.
