It would be lower if our government had been more aggressive about pursuing them decades ago.

I believe we have the technical capability to stop them in their tracks. However, we do not have the legal capability. (Surveillance, arrests etc because they are US citizens)

BTW: These are the people who complained about being denied tax exempt status. We caved and handed it to them on a silver platter.
