Congressional review of arms purchases is governed by AECA, the Arms Export Control Act. Congress must be informed of an upcoming sale and can pass a joint resolution of disapproval under AECA, but there's no direct approval required. Joint resolutions of disapproval rarely get enough votes to pass. They could pass regular legislation prohibiting or modifying a sale, but that's also an up hill battle, particularly when it comes to sales to our close allies, NATO, Japan, Australia, etc.

Giving existing US equipment to Ukraine is a whole different story. That's on our dime so direct congressional approval is required.
