Filling potholes may seem to him like a crap job that no one will do, but in Ohio it's a crap union job that ODOT does for a decent living.
Maryland must farm road maintenance out to a contractor that hires undocumented workers - not because they are the only one who will do it - but to pad their own bottom line and make their low bid.
So sad they fell victim to this unprecedented tragedy.
