However, there actually are lunatics who fully believe that Democrats are eating babies in the basements of pizza parlors.

Legislation like this is to legitimize this type of insanity to the crackpots and egg them on to take their guns and "be a patriot" by "stopping these liberal monsters".

This is planned and thought out stochastic terrorism. Nothing less.
