3. De facto term limits for Justices are probably constitutional

Active Justices should be limited to 20 years or age 70, whichever comes first, after which they become Senior Justices. Senior Justices are still technically on the bench, but serve in a more limited role. If it works for District Courts and Circuit Courts of Appeal, then it should work well for SCOTUS Justices as well.
