Especially where the civilians are still gathered.
Nightclubs, night-time concerts, and movies were still going strong, albeit underground for the most part, during the height of the Blitz in London. Heck, there were concerts and open bars going on as news was coming in that Atlanta was being surrounded by Sherman's forces, concerts in Charleston as it was being bombarded. Civilians stuck in war zones party however they can to release pressure and keep some semblance of normalcy to give them hope.
So nightclubs in Kiyv, Livyv, or Odessa is not something to be surprised over.
