14. The provisional ballot has no personal information on it

not sex, not race, not anything. The ballot board would not have anything other than name and address, plus date of birth.
They would double check the registration records, and if possible find if she was ever dropped from our county files..

The only thing I can think of is that somewhere in the history of her registration, the info was there which said she had not completed her parole requirements. Someone decided to report it and someone else ran with it.
But they still would not have known her race.
