The case is an interpretation of the absentee ballot law.

There were 562 ballots that were identifiable by marks on the outer envelopes, but the identifying marks weren't where Republicans say that the law requires them to be. So the acknowledgement of no fraud is a nice bonus, but legally irrelevant because fraud was not alleged in the case.
