5. But if a business owner(s) complains, officer can't just leave them alone

A business owner has the right to be concerned that someone is casing their joint or something else. He called the cops, who then have an obligation to ask questions. I felt the female officer was respectful and did ask for ID but did not demand it, never escalated the conversation.

And although the citizen was within his rights, he was being purposely evasive and not respectful of the business owners who felt threatened by his activity. A fine line may have been crossed, just as the Republican election auditors were pretty close to crossing line in AZ a couple of years ago.
