This is hard... I was close to my mother...but would she have better quality of life in a home?
Is it fair on her, this cyclic stress, every month...going in and out of the hospital because of money troubles? Some facilities take government funds. Can you talk to a social worker about this? She could be in a stable environment, at least. You said she almost fell down the stairs in your home because of the broken toilet going upstairs.
What about her quality of life? You said something about your dad's pension. At 73, your mom sure as heck earned some peace of mind, other than this living-on-the-edge-of-disaster life constantly, having no food, huge water bills, on and on.
It's untenable
