...the area that would become the USA saw lots of conflicts. The worst of those was the Revolution. It became accepted that a best solution was a militia. At that time, one of the meanings of "well regulated" was effective and working properly.

The Militia Act of 1903 listed as the reserve or unorganized militia as consisting of every able-bodied man of at least 17 and under 45 years of age who is not a member of the National Guard or Naval Militia.
