Instead of voting for the prettiest used car salesman you see on tv the ballot consists of a bunch of multiple choice questions or level of importance (1-9) questions, where you stand on current relevant issues. The candidates vote first. Then the populous votes. Which ever candidate comes statistically closest to the popular vote wins.
...but you need to develop that idea a little more. How exactly are people going to vote? What issues will be discussed? How will you ensure that the ballot won't hopelessly confuse people? How exactly will the votes on issues translate to votes on candidates?
