1.) Spread some low level shit amongst the local police agencies about terror possibilities. 2.) Raise the terror color code to scare the shit out of everyone. 3.) Have pictures of police in biohazard suits on the 5pm news 4.) get a good 24 hrs. of pundit chatter going on the cable channels...
...then cutaway to Shrub talking tough on terror during his Inauguration speech.
