6. The participating countries of the "Praline" Summit
The summit was in Belgium, hence "Praline". The Nations (France, Belgium, Luxenbourg and Germany) decided to build up a joint strike force and command structure independent of the NATO. Although had Bush demanded such a move when he took office it was effectively stopped by US (And Spanish/ Italian) requests.

Another possible explanation for the name "Chocolate Makers" are the strict regulations in Italy, Germany, France, Luxenbourg and Belgium on what's chocolate and what's not (anything with fat other than cocao-butter). The regulation blocks almost any imports not from one of the countries listed above.
