Let us not forget that Dr. Williams had no qualms about describing the likes of David Dill, Kim Alexander and David Jefferson (Livermore National Labs, Computer Science Dept.) LIARS. He did so publicly - in front of the press, in front of congressional staffers, and in front of everyone present at the Georgia Dog and Pony Show on August 22, 2003.

If Dr. Williams is incapable of professional courtesy with his equals, what makes you think he'd offer anything close to a citizen like Rob Behler?
