40. South Dakota should be called South Drakona

As in Draconian: Exceedingly harsh; very severe: a draconian legal code; draconian budget cuts.

I have come to DU and harshly put down entire states only before (Kansas & Texas). I have hammered my own state for weaknesses (to the NRA). So when I say South Dakota has joined the the ranks of the abhorrent, I do not do so lightly. They have a chance at redemption.
