My personal guess is that the real number must be higher.
The public transit system here recently changed the system so that people buy 24-hour passes. Many people only use a few hours of that time and throw the passes away. Needless to say there is now a glut of transients sleeping on the city buses to get out of the cold. Even better, the company is now strictly enforcing the policy that NO passengers may sleep on the bus, citing a safety issue. So, more added stress for everyone and the homeless are still basically neglected. :(
