BushCO creates an American "entity" which is easily accomplished by a couple people: create a corporation.

BushCO creates another "front" company to hide the NEW entity.

Dubai contract via BushCO's company which finances the NEW entity.

See how those magical arrangements work.

Meanwhile, Dubai STILL basically gets the contract, escapes compliance with U.S. law, and all the profiteers are happily enjoying the treasures funneled to them.

Hocus pocus!!!
