Almost every single insult that attacks the target's intelligence was at one time used in the exact same manner as the word "retarded".
That's why retarded replaced them. It didn't carry the stigma of being used as an insult. Then it was used as an insult for a while and replaced by something else. Now it's pretty much pure insult. It replaced the range that included idiot, imbecile, and moron. No one feels bad about using any of those anymore.
Edited to add: Of course none of the people that were diagnosed as "idiot", "moron" or "imbecile" are still alive, which is probably why no one is offended.
