The individual version of the states rights arguments in which Republicans have always tried to cloak their "Southern Strategy" ever since passage of the Civil Rights Act.

Just for the record: The Civil Rights movement benefited more than one group. The Civil Rights Act protects women and all minorities, not only African Amerians. It seems to me people tend to forget that.
