A sting operation almost always is used to flip the crook to follow the trail higher -- either to the supplier or the purchaser(s).
This arrest was promoted as a blow against Al-Qaeda, then quickly reverted to 'just a sting'. The publicity had such a political overtone of 'see how good a job Ashcroft is doing' that it seemed to be exploiting the arrest for PR instead of investigative work.
Wonder who leaked. Someone high up would be my guess.
