Is the Bush "wears an ear bug" fact or fiction?

I have long heard that Bush uses it while answering questions & giving speeches.My question is, is there any PROOF or any known FACTS that support this claim?

I heard my brother say back in 2000 that he heard the receiver was picking up transmissions from cel phones & police scanners.He said in one of the Debates with Gore,Bush was talking very loud as if he couldn't hear what was being said to him because of the audience.He also said some reporters could hear another voice faintly when Bush was speaking.

Can any of this be backed up?
