He's such an ignorant, stupid, self righteous misfit, that he didn't set up initially to plant WMD, because he was *sure* Saddam was doing all that bad stuff, despite the inspections.

Failure to find any WMD immediately caught them completely by surprise.

Now, it's kinda tough to smuggle in millions of pounds, thousands of tons of WMD without the fog of war for cover. But politically, it's what he must do to have a chance a re-election.
