That he had just as much to lose as them if the truth came out.

Clarke did nothing to disabuse them of that notion and in fact, may have actively cultivated the notion that he was STILL a team player who would look out for his own skin and defend the admin.

I suspect they expected a totally different Clarke to appear before the commission and in all the interviews regarding his book. I suspect that Clarke told them he would spin for them and blame Clinton or at the very least he lead them to believe he would do that.
