the beam weapons that Raygun & his pal Edward Teller were so enamored of, for example, were much better aimed against ground targets than as missle defense. On theother hand, I was reading somewhere recently that orbital nuke launch pads were really less useful than ground/sea launchers. DOn't quite recall the rationale, it had something to do with both speed and visibility.
