The American Government will protect Reily Bechtel at all costs because he is a member of the American elite who rules this country. Plus it is very unlikely that Reily Bechtel would take such action without at least tacit approval from the people currently holding power in the US government. If you were France I would argue it would be justified for you to use military action in order to arrest Reily Bechtel.
