When Hitler began to see that the S. A., which had helped him get into power, as a liability, he framed Rhoem, a person with an unsavory past, and others of his organization for treason and had them executed. Hitler knew they were a liability and he didn't need them anymore.

Well, although they won't execute Issa, they knew he was a liability but encouraged him to bring down Davis I'm sure, and now that he is no longer useful, he has probably been told to step down or else. A political execution if you will.
